The second high-level inter-Korean talks, which the South Korean government proposed to be held on Thursday, failed.
(Seoul) is doing nothing about the (anti-North Korea) flyers, claiming that there is lack of legal grounds and rules to stop them, North Koreas National Defense Commission said in a telephone message sent via military communication channel to South Koreas Office of National Security early Wednesday morning. (Seoul) is not interested in creating an environment for a dialogue, a precondition for the improvement of the inter-Korean relations, at all and is moving in the direction of failing the agreed second high-level talks.
The high-level talks scheduled on Thursday did not happen because Pyongyang did not express that it would participate in the talks in the message. The message is regarded as a response to the South Korean governments request to show a clear response on the proposal on Thursdays high-level talks by Wednesday. Seoul said in a comment via the Unification Ministry spokesman, We express regrets that high-level talks on Thursday are unlikely to happen due to such (North Koreas) attitude.
