Second high-level inter-Korean talks fails

The second high-level inter-Korean talks, which the South Korean government proposed to be held on Thursday, failed.

“(Seoul) is doing nothing about the (anti-North Korea) flyers, claiming that there is lack of legal grounds and rules to stop them,” North Korea’s National Defense Commission said in a telephone message sent via military communication channel to South Korea’s Office of National Security early Wednesday morning. “(Seoul) is not interested in creating an environment for a dialogue, a precondition for the improvement of the inter-Korean relations, at all and is moving in the direction of failing the agreed second high-level talks.”

The high-level talks scheduled on Thursday did not happen because Pyongyang did not express that it would participate in the talks in the message. The message is regarded as a response to the South Korean government’s request to show a clear response on the proposal on Thursday’s high-level talks by Wednesday. Seoul said in a comment via the Unification Ministry spokesman, “We express regrets that high-level talks on Thursday are unlikely to happen due to such (North Korea’s) attitude.”
