Former Jeju chief prosecutor admits obscene public acts

The Jeju Special Self-Governing Provincial Police Agency said Friday that the National Institute of Scientific Investigation confirmed that a man caught masturbating in public by closed-circuit (CC) TV in Jeju is Kim Soo-chang, the 52-year-old former chief of Jeju District Prosecutors` Office.

The police said the forensic institute reached the conclusion after analyzing the face, the walking style and clothes of the person in the CCTV footage. The police sent the case to the prosecution, proposing to indict him on charges of lewd behavior in public.

The police has secured CCTV footages showing Kim masturbating in public in front of two buildings five times between 11:32 p.m. and 11:52 p.m. on August 12. In a public statement read by his lawyer, Kim said, "I feel like dying because of extreme shame. I accept the police investigation result as it is and sincerely follow legal procedures." He has reportedly been hospitalized.
