S. Korean president to deliver speech at U.N. General Assembly on Sept. 28

The highlight of the general debate at the upcoming United Nations General Assembly will be on the first day (September 28) when South Korean President Park Geun-hye and leaders of major powers such as the United States, Russia and China will deliver speeches.

According to the U.N.`s schedule, the high-level speeches will take place for three days from September 28 and be split into morning and afternoon sessions.

The morning session of September 28 will start with a speech by the president of Brazil, followed by those to be made by the leaders of the U.S., Poland, China, Jordan, Russia, South Korea, Iran and France.

"The U.N. determines the order the speeches after taking various factors into consideration, including the protocol, precedence and gender," a diplomatic source said. "President Park is the seventh speaker as she has been assigned quite early in the order."

Japan`s Prime Minister Shinzo Abe is scheduled to deliver his speech on September 29 to become the 18th speaker after the leaders of Peru and Rwanda. It is unclear why he comes so late in the order because Tokyo has yet to announce his U.N. schedule. However, it seems that he was affected by domestic political situation, including a delay in the passage of government-sponsored security bills for Japan`s expanded military roles.

It is also interesting that the international body classified Abe as an "HG" (Head of Government), compared with the "HS" (Head of State) statuses given to President Park and U.S. President Barack Obama. The U.N. treats the position of a prime minister a notch below HS because Japan has a king.

Meanwhile, North Korea`s Foreign Minister Ri Su Yong, who became the Stalinist state`s first top diplomat to show up at a U.N. General Assembly meeting in 15 years last year, was given an opportunity to make a speech as the 13th speaker on October 1.
