On April 18, the Institute for Science and International Security (ISIS) in the U.S. published pictures of a 5MW scale nuclear reactor at Youngbyun, North Korea that were taken on January 7 (left) and April 7 on its Internet website. In the January picture, the cooling tower below the dotted line emits smoke, but the picture of April shows no fumes. This provides evidence that the facility has ceased operations.
