Gov`t seeks to install emergency bells at public parks without CCTV

The government plans to install emergency bells at public parks without closed-circuit television (CCTV) camera systems in order to help prevent crimes.

The Ministry of Land, Infrastructure and Transport announced Wednesday that it would start installing emergency bells late this month at the earliest after drawing up revision proposals for guidelines on the operation of urban public parks and hearing public opinions. If implemented, all public parks in urban areas, including children`s parks and neighborhood ones, will be installed with emergency bells.

Under the revision proposal, local autonomous governments responsible for managing public parks should seek ways to install on streetlights and toilets at parks without CCTV systems emergency bells that are linked to park security offices or nearby police substations. The measures are aimed at ensuring security at public parks where a series of crimes have taken place lately.

For example, an army soldier on leave was arrested on charges of attempted sexual assault on a teenage girl at a public park in Incheon around 1:00 a.m. on February 14. A passer-by called the police after hearing the girl screaming. In December 2014, a man in the 50s brandishing a deadly weapon hurt an elderly man at a public park toilet. The attacker ran away, only to be caught by the police 12 days later.
