U.S., China to set up sanctions monitoring system on N. Korea

U.S. President Donald Trump and Chinese President Xi Jinping agreed to establish a monitoring system to make sure that China impose sanctions against North Korea, the Asahi Shimbun reported on Monday, quoting several officials in Washington, D.C. The Japanese newspaper said that it was also in the same vein of cooperation between the two countries that China agreed to the clause of “limiting oil supplies to North Korea in the event the regime makes additional provocations” from the UN Security Council resolution 2397, which was adopted on Friday last week.

According to the Asahi Shimbun, during the summit meeting on November 9, Trump and Xi have agreed to work towards sharing of information including the progress of the sanctions against North Korea and their concomitant impact on the nation’s economy. The Japanese daily also added that the two heads of state agreed to set up a hotline between the Northern Theatre Command in Shenyang, Liaoning, which in charge of dealing with North Korean issues in case of emergency, and U.S. forces in South Korea.

During the summit meeting, the two leaders had an intensive discussion on North Korea for an hour and a half, conforming that Pyongyang’s possession of nuclear weapons cannot be condoned, that China will boost pressure on the North until it gives up on its nuclear program, and that China will increase transparency in taking measures including UNSC sanctions. Arrangements were made that the commercial, tax, and financial authorities from China should brief the U.S. government on the progress of North Korean sanctions and regulations on a periodic basis.

The Asahi said that Washington agreed to take more precaution in making independent moves including military actions so long as Beijing cooperates with it, while displaying an interest in resolving the North Korean issues through talks as proposed by Beijing.
