Pyongyang sends additional leaflets; Seoul to counter with video screening

North Korea sprayed en masse propaganda leaflets to South Korea again on Thursday after sending fliers to the South by balloons in a surprise move on Tuesday night.

According to the South Korean police and military, the North Korean military flew large balloons containing propaganda leaflets from the north of Imjingak on Wednesday night. These leaflets were spotted en masse in and around Goyang City and Paju City, Gyeonggi Province. In Seongseok-dong in Ilsan, a bundle of leaflets fell onto a vehicle, damaging some vehicles. The South Korean military judges that fliers that have been discovered thus far amounts to tens of thousands of pieces in more than 10 different formats.

Spraying of leaflets that is being done from the north of Imjingak is believed to be spearheaded by the North’s Second Corps, which overseas central and western sections of the inter-Korean border. The North Korean Second Corps is the military unit that was responsible for mine attacks on South Korean soldiers and artillery attacks in August.

As the North is stepping up offensive, the South Korean military has also decided to beef up propaganda campaigns. The South is considering reinstalling outdoor screens that it removed as a result of the 2004 inter-Korean agreement. The military is considering using "urban type outdoor screens" that can play videos in the form of both mobile and fixed installation at once, unlike outdoor screens of the past that only displayed texts.

“Outdoor screens are much more effective in psychological warfare than propaganda broadcasting through loudspeakers,” a South Korean military source said. "We can play Korean pop concert programs featuring girl bands or entertainment shows along with subtitles.”
