President Moon to table the revision bill Monday

South Korean President Moon Jae-in and Sheikh Mohamed Bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, agreed Sunday (local time) to upgrade their countries’ relationship to a “special strategic partnership” from the current “strategic partnership.”

Meanwhile, a constitutional amendment proposal led by President Moon is set to be discussed in Cabinet meeting held in the Central Government Complex at 10 a.m. Monday presided over by Prime Minister Lee Nak-yeon. Then it will be passed on to President Moon for electronic approval at around 5:30 a.m. (local time) in Abu Dhabi, and submitted to the National Assembly. The presidential office Cheong Wa Dae explained that it would still pursue the consensus of the National Assembly on the revision bill.

Still, some criticize that the Cabinet members have practically acted as yes-men in the process of proposing the bill. A constitutional revision bill must be deliberated at a Cabinet meeting according to Article 89 of the Constitution, but the deliberation on Monday morning is expected to take less than an hour. Opposition parties are strongly against the proposal in unison.

Main opposition Liberty Korea Party leader Hong Joon-pyo said that his party had no choice but to consider fighting the socialist revisions to the Constitution together with all of the Korean people. Another opposition Bareun Future Party also urged President Moon to guarantee their discretionary authority so that ruling party members can actively participate in the negotiation.
