Washington has started in earnest "psychological warfare" with Pyongyang to trigger North Korean people grow hostile to the Kim Jong Un regime by enabling them to watch Korean dramas and latest international news. The U.S. also plans to distribute mobile handsets, memory devices, radios and tablet PCs so that North Koreans can gain access to news from outside world.

The U.S. Department of State will hold a contest to collect ideas on how to effectively convey news from the rest of the world to North Koreans through October 31. Any organizations related with North Korea are eligible to apply. The department set aside 2.65 million U.S. dollars for the psychological warfare to destabilize the North.

Early this month, the U.S. Department of State submitted a plan to the U.S. House and Senate foreign relations committees, in the form of a classified report, detailing measures to supply North Korea with large volumes of cheap electronic communications tools, which are free of restrictions and inspection as defined by Article 301 of the act on sanctions against Pyongyang.
